of this office concur in the WO proposed answer of the General in 410, we ought to send a copy of the correspondence to the Sorema. There is I think no objection to the proposed reply if paragraph 1 were omitted.
That paragraph refers to the General's confidential letter of 10 Nov 00 which is verbose and goes beyond the point at issue and would I think be very unpleasant reading for Sir H. Blake.
The answer to Sir Blake's Despatch 483 of 4 Nov/00 might I think be the same as that to the General all of which would avoid this Office committing itself to the rather ticklish question of the relative functions of Governor and Commander in Chief and the General Officer Commanding the Troops.
It was the more necessary that he should be informed that it is proposed to send a copy of the proposed letter to the General Officin consisting of paragraphs 2, omitting the first and last paragraph.
showing the needs of the day in War on the subject in which M. Chamberlain concurs, and a copy of the Financial Regulations and informing the Sorema as proposed in M. Johnson's Minute on 6689 which seems to dispose of the matter.
